Sam was born in Johor, Malaysia. He grew up in a house on a rubber plantation in rural Malaysia.

After completing his GCE O levels at school, Sam applied to become a Police Constable in the Royal Malaysian Police Force (RMPF).

After his graduation as a Constable in the RMPF, Sam served for two years before he resigned to take on a new challenge as a Dolphin Trainer at the Johor Safari Park.

Sam was elected in 2022 to the Australian Federal Parliament.
